In fact, it's from two ends of the spectrum. Dodonpachi Daioujou Black Label EX (yeah, long title) was ported by 5pb. A dating sim developer & publisher. Mushime-sama Futari was ported by M2, whom as everyone knows, are one of the last companies on the planet that truly know how retro games are supposed to be done (they ported most [all?] of the Sega Ages series from Gunstar Treasure Box & up. Both of the arcade games were developed by Cave, which is what you're confusing. To be completely fair, I've never played the DOJ:BLEX port, but I own the PCB in full kit form which was plenty for me. But the game was not only plaugued with bugs, it turns out the source was hacked/decompiled (from the immaculate PS2 port) and has lead to a legal disaster for 5pb and the people they outsourced to.
Supposedly Arika (who did the PS2 port) is lending a hand and featuring a patch, and then a remade version since the first one cannot be patched to perfection. ESPGaluda II is being developed inhouse (same as Death Smiles), and will include two different arrange modes: one by Ikeda (original designer of all 3 games listed above) and Yagawa (Garegga, Ibara, Batrider, etc). I'm really looking forward to this one. Since I thought it might be something nice to have, I compiled a list with NTSC-JP exclusive releases from data on xbox.com and cross-checked it with Play-Asia.
If we go by Play-Asia the games are all (most likely) region locked. The only confirmed exception so far is the recently released Mushihimesama Futari.
